1. Motor Rotor and Stator Components
Components that integrate magnets embedded, built-in, or surface-mounted into iron cores/steel plates for secure assembly—and those that incorporate varying degrees of integration involving shafts, bearings, outer bushings, fans, gears, dynamic balancing plates, encoders, and other components—fall under the category of deep-processed products and generally do not fall within the scope of control outlined in Announcement No. 18.
II. Sensors and Related Components, Assemblies
Sensors—or sensor components and assemblies that integrate chips, circuit boards, brackets, pins, magnets, and other elements to varying degrees—are considered deep-processing products if they have already been shaped through processes like injection molding. Generally, these do not fall under the scope of control outlined in Announcement No. 18.
III. Other Rare Earth-Related Downstream Products
Rare-earth downstream catalytic functional materials, such as catalyst powders, have already undergone calcination and firing processes and generally do not fall within the scope of control outlined in Announcement No. 18.
“Gallium oxide-containing phosphors” are not classified as controlled items related to gallium oxide (as previously clarified, rare-earth-based downstream luminescent materials such as phosphors generally fall outside the scope of control under Announcement No. 18).
Downstream products equipped with magnetic components (containing samarium-cobalt permanent magnets, neodymium-iron-boron permanent magnets doped with terbium, or neodymium-iron-boron permanent magnets doped with dysprosium) — such as plastic magnetic building block toys, magnetic phone backplates, magnetic phone cases, magnetic chargers, magnetic phone shells, mobile device protective cases, magnetic quick-release back stickers, tablet computer stands, anti-theft label unlockers, electromagnetic fixtures, and machine fasteners — generally fall outside the scope of control under Announcement No. 18.
